Abstract:
This presentation will provide an overview of the current regulatory and policy environment in relation to Export Controls, Sanctions, the Defence Industry Security Program and Countering Foreign Interference in the University Sector, with a focus on how it relates to the work of QUBIC. Attendees will learn how to identify when obligations or risk may arise under these frameworks and learn how to seek assistance. The speakers are all from QUBIC participating universities and all are practitioners in the field. There will be ample time for Q&A at the end of the presentation.
Bios:
Simon Pengilly (UQ)
As Senior Manager International Safeguards, Simon is responsible for UQ’s compliance with Sanctions and Export Controls legislation and is the Primary Security Officer for UQ’s membership of the Defence Industry Security Program. He also assists with UQ’s implementation of the UFIT Guidelines to Counter Foreign Interference in the University Sector. Prior to UQ, Simon worked for 13 years at the Department of Home Affairs.
Ryah Perkiss (UoW)
Ryah is the Defence Security Officer and Network Leader at UOW, specialising in foreign engagements compliance, defence export controls, and sanctions assessment. With over 11 years in higher education research management, she supports UOW’s DISP membership and researcher compliance requirements. Ryah also brings strong expertise in research integrity and HDR governance.
Ramya Kasturi (UoM)
Ramya is a Senior Advisor in the Research Security team at the University of Melbourne, where she provides advice in relation to international research collaborations to ensure compliance with export controls and sanctions requirements, as well as alignment with the UFIT Guidelines. She advises researchers on navigating regulatory obligations, including those associated with US federal funding policies.
Prior to joining the University, Ramya worked as a consultant delivering fraud, corruption, and sanctions risk assessments across multiple sectors. She is also an admitted lawyer and certified Chartered Accountant.
Josh Collier (UTS)
Josh is International Assurance Coordinator at the University of Technology Sydney (UTS) where he provides specialist advice on foreign interference risk management, research security assurance, and national security matters. Josh’s role includes ensuring UTS maintains compliance with the University Foreign Interference Taskforce (UFIT) Guidelines, the Foreign Arrangements Scheme (FAS), and the Foreign Influence Transparency Scheme (FITS), as well as advising on high risk research partnerships and activities. Josh’s professional background includes close to a decade of experience across the government sector, including providing threat and risk management advice to industry in relation to foreign interference, cyber security, and national security matters.
